In the early 90s, the Terengganu State Government launched a program known as the Working While Training Scheme (SLSB) to local youths aimed at providing exposure in various aspects of employment and further providing employment opportunities to improve social status.
The program has had a positive impact in efforts to reduce the unemployment rate among youths. As a result, the State Government established a skills-based training center to provide more formal and organized training opportunities to local youths. On 14 September 1996, the Terengganu State Skills Development Center (TESDEC) was established.
